MVP staff dashboard #1

The basic implementation of a staff user dashboard enabling them to see incoming submissions. This shows a read-only version of a user's submission for staff, editors and reviewers to view the submission's metadata and files (eventually an HTML manuscript too).

It is the building block for features used to QC a submission.

Just giving you access to the prototype (see link above) after it was mentioned earlier but we'll need to work with Hannah on when we start work on this. Assuming we'll have a meeting to review design and break into tickets etc.
