A test attempt at moving some of the Product team feature definition and prioritisation into GitHub. The aim is to create more detailed feature definitions, provide more transparent prioritisation and more effective "linking" of product design to development tickets (currently in the xPub project board).
We need to build some basic functionality to enable staff at eLife (Editorial team mostly) to investigate and fix unfinished submissions when authors have experienced problems and asked for help.
[ ] Whitelist staff to allow them to access unfinished submissions and edit/submit
[ ] Email authors when they haven't finished submissions to inform them and supply contact details so that they can get in touch if they've had problems submitting
[ ] Email staff/tech team whenever there has been an issue exporting to eJP to catch submissions "falling through the cracks"
[ ] Create a basic dashboard showing unfinished submissions (and submitted ones) so that staff can open submissions that haven't been finished, or see if they have
[ ] Basic search functionality for the dashboard to find submissions in either list based on author name or manuscript title
This would be done in multiple phases (break into separate milestones in tech project board)

Question:
When could/should we add an ID visible to both staff and authors? We can live without initially but will become very important as we deal with an increasing number of submissions.
