A test attempt at moving some of the Product team feature definition and prioritisation into GitHub. The aim is to create more detailed feature definitions, provide more transparent prioritisation and more effective "linking" of product design to development tickets (currently in the xPub project board).

Enable staff to access unfinished submissions via URL #3
"As a staff user I would like to be able to open an unfinished author submission if they get in touch after having difficulty submitting, so that I can make changes to it and ultimately submit to help the author complete the submission"
To enable this we need to:
Whitelist staff accounts (ticket link?)
Open the submission on the wizard step the author had trouble with (ticket link?)
Record the staff user that made changes/submitted on author's behalf (ticket link?)
The risk associated with it is that authors and staff users could be making conflicting changes to the same submission. We will need to resolve this somehow later, but for now will have to make sure authors do not have the submission open.
