Staff dashboard updates

Following the dashboard MVP we will need to build some updates ready for QC to be possible.

Features might include:

• The concept of a "team" or "user" for the Editorial office/people performing QC
• An "Initial reviews" list or similar, for listing submissions that have passed QC checks or have been rejected
• A count of the number of items in each list
• Do we remove the "unfinished submissions" list?
• Ability for a user to switch between their "staff role" and "own submissions" using the same user profile?

Note: The list on dashboard for handling submissions that have passed QC should be labelled "Initial assessments" - based on conversation with Andy. Previously was "Initial reviews" which implied something inaccurate.
