A test attempt at moving some of the Product team feature definition and prioritisation into GitHub. The aim is to create more detailed feature definitions, provide more transparent prioritisation and more effective "linking" of product design to development tickets (currently in the xPub project board).

Author "Help" link in submission detail view (to match wizard) #61
In addition to providing the functionality in the submission wizard, we should enable authors to request support via their submission details, e.g. to request ability to make an edit, add a file, or withdraw their submission etc.
This should initially send an email to staff, but would be replaced with the "chat" feature once ready. This also acts as the interface for authors to "create a chat" to staff... instead of just a blank chat panel interface. i.e. replies would appear in the chat pane.
