Update (supporting) file upload #62

Following the PubSweet meeting in May 2019, agreement was made to work together on various shared components at a Design (and not just code) level.

One of the components discussed was "file upload". A design was proposed for a file upload component that we could use to update/replace/improve the current "supporting files" upload in the current Libero Reviewer initial submission wizard.

Also worth exploring if we need to take the opportunity to include the ability to select "MIME" type or some other useful category of files (e.g. graph, image, table etc.) and an optional description to help editors/reviewers identify their use/relevance. Currently we only show the filename, which is often not useful as we were building an MVP.
