Add "Author help" link in submission wizard to email staff for help #66

Should we add a feature to the submission wizard to include ability for authors to send a request for help (essentially an email until we have the chat component built)?

This might help us troubleshoot issues faster for authors attempting to submit, and might allow us to capture feedback/issues in a clearer format than the current "hotjar widget".

Update to submission wizard header bar:

Help request form (essentially sends an email):

We'd need to update the options e.g. to include "something isn't working" and to remove anything based on a submission already sent
