Need to preview and edit a boilerplate message

Staff tabs show status (include link to full submission/eJP) if possible

The component/letter writing may need to be built to "pass QC" so we might want to fold this work into that earlier work as part of "QC" milestone.

Worth noting we may want to include rejection in the "QC" milestone to allow Ed Office to filter out submissions.

Also need to define how users choose between "Rejecting" and "Inviting to full submission"
