A test attempt at moving some of the Product team feature definition and prioritisation into GitHub. The aim is to create more detailed feature definitions, provide more transparent prioritisation and more effective "linking" of product design to development tickets (currently in the xPub project board).

Do we allow authors to add reasoning for their suggestions for reviewers? #72
Following something raised by Editorial where a submitting author added a lengthy reasoning for their choices of "suggested reviewers" into the name of one of the reviewers.
Stuart highlighted that it was from a Feature article, and that Peter typically requests authors to include some rationale for their choices. Probably assumed to be in cover letter but we do not have anywhere currently to enter this information.
It could make sense as an optional input for authors of all article types as also might be of use to Editors in general (according to Editorial team).
