A test attempt at moving some of the Product team feature definition and prioritisation into GitHub. The aim is to create more detailed feature definitions, provide more transparent prioritisation and more effective "linking" of product design to development tickets (currently in the xPub project board).

Some things were de-prioritised originally. Documenting here ready to be included in future:

[ ] Larger header with (optional) label
[ ] Text to explain/instruct what to upload
[ ] Add label(s) to each file to make it easier for Editors to understand what the files are for
[ ] Delete (trash icon) on each file to enable independent removal (currently only able to remove all)
[ ] Enable drag/drop to add more files, including blue stroke feedback
[ ] Justification/explanation for files?
The "add label" functionality needs design
Updates should be reflected in read-only version in submission detail view
