A test attempt at moving some of the Product team feature definition and prioritisation into GitHub. The aim is to create more detailed feature definitions, provide more transparent prioritisation and more effective "linking" of product design to development tickets (currently in the xPub project board).

Prototype and test a "full submission" wizard for PRC #85
Work with internal stakeholders to define a minimal wizard to capture what we need, then design and prototype, and arrange user tests with random/previous authors (or previous submitters of preprints?).
Should we talk to authors to learn more about existing experience submitting preprints before we design it?
How do we ensure its reusable for Libero full sub?
Who do we want to test with and how do we identify them?
