Looking more closely at the license data which ends up in the Crossref access indicators portion of the deposit XML, to use the same @applies_to attributes as for journal article deposits does not seem right.
Since a <posted_content> deposit is for preprints and content of that type, let's use a simpler format for adding the license details, similar to how it is done for peer review deposits.
