Remove decision-letter and author-response special URL anchor logic for eLife style components, now the tag id attribute will be used.
I think this will be safe to merge that only impacts eLife articles. It should also be safe to deploy, with any DOI to a decision letter or author response if the anchor is not yet on the page, the user will be left at the top of the article page.
