Convert <i> tags to <italic> in a couple new places #338

In the most current CSV files, there are some <i> tags in some places we can convert to <italic> tags when generating PoA XML files,

research organism names (poa_ro_researchorganism column)
author conflict / competing interesting (poa_a_cmp column)
data availability (in the poa_m_dataset_note column)

Todo

[x] Update the test data to include some <i> tags in the appropriate places
[x] Generate PoA XML with <italic> tags in these places, and update test fixtures
[x] Check the XML is valid and correct with the XML style guide

Support for <i> tags in the data availability seems to have already been done.
