DTD declaration needs to be same for PoA and VoR content #123

We plan to upgrade to JATS DTD 1.13d by the time we transition to the new eLife hosting site. Base on JATS4R recommendations, we'll recommend the DTD declaration and this will be an update soon.

However, for the archive content, Graham, can you check the VoR kitchen sink and update the PoA archive so it matches the DTD declaration?
