Update DTD to 1.13d #124

This is being done to the file archive when all the files are renamed. The XML DTD and dtd-version of the root element is updated to reflect JATS 1.1d3.

Hi there

Sorry about this, but James noticed the date stamp in the DTD doctype line was not as updated as it should have been.

He's corrected the XML samples, see commit https://github.com/elifesciences/elife-vendor-workflow-config/commit/8a7225f507cba53687969ec06dfad0210aa2a41b.

Could you make that minor tweak as well?

I think these were as you've written,
