Update dates in the XML #86

Melissa to check DTD Would be good to update dates in the XML when a new version is published so eg v1 has pub date and then v2 and so on have additional dates. Might be able to get away with one additional date that the version of the XML was published on, so each version +1 will have the pub date and an updated date (it's own update date)

Further to Ian's persuasion, we will rely on the PPP to store this data and not add to XML
