Retro fix disclosure.pdf for editoral #1511

Following #1507 ... we need to ensure that the previous disclosure.pdf files that have been generated in production are fixed/recreated to be correct. This may entail creating a script.

@acollings ... Had a conversation with @hdrury1 about how to tackle this. We are going to recreate the PDFs for these submissions.

The data is still present in the ones that appear blank (they were just encoded incorrectly) - but extracting and re-encoding would be a significant task. However, if ever the need arose that we needed to extract this information (in the event of a dispute) I suggest we do it at this time. To clarify this only applies to the ~ 30 submissions so far.

Hi @diversemix, thanks for the update. I'm not worried about the ones submitted to date, but it would be good to ensure that the disclosure PDFs work as expected going forward. Let me know if you'd like to discuss, or if I've misunderstood!

@diversemix I'm getting that we don't need to worry about regenerating the PDFs for these- it's enough to know that we've got the information to hand should we ever need it. I'm going to close this issue accordingly, so we can focus on fixing the bug.
