[ON HOLD] Chase authors whose submissions are stuck in INITIAL stage

Problem / Motivation

• WHO wants this? Staff
• WHEN and WHERE do they want it? When any submission has been in progress for longer than 7 days
• WHAT do they want? An email sent to the corresponding author reminding them that they have a submission in progress
• WHY do they want this? A few authors have mistakenly thought their submissions had been completed and received by eLife, when in fact they were still in the INITIAL state and therefore hadn't been exported. The only way of them realising this is not the case was by contacting staff enquiring why they had not received an initial decision. This is causing delays in the editorial process and frustration for authors. It is hoped an email will prompt them to either complete the submission themselves, alert staff that they do not intend to complete it, or alert staff that they require assistance

Proposed solution

• On a rota, have the application check which submissions have been in the INITIAL state for 7 days or more
• Send an email to the corresponding author of those submissions
• Ensure emails are not resent; authors should only ever receive one email
