Autosave of file page should only save the coverletter #2033

To avoid the most frequent collision just update the coverletter when auto saving on the file page of the wizard.

@Cooryd / @will-byrne / @erezmus / @petereast ... I'm of a mind to close this out. As saving the relevant pieces of information should probably be done by the client calling updateSubmission with the correct parameters given the page/step.... or we could re-purpose this to be that :smile:
