Problem / Motivation

WHO: Production/Bot/Production Vendor/Website WHEN: Between Export from EJP/xPub and delivery to production vendor/new specification for XML delivered to website WHERE: In eLife bot processes WHAT: <city> <addr-line><named-content content-type="city">Ashburn</named-content></addr-line> WHY: JATS updated added the <city> tag so we should be using it now. Will also conform to JATS4R specs
