Change "Unreleased" section in CHANGELOG.md to "0.12.0". It seems this was left out in the last release.
Format workflows with Prettier.
Update actions to their latest versions. This should fix the warnings we get on runs about old Node.js versions.
Run Package VS Code Plugin workflow on PRs.
