Check with AGL for their CI and rework flow towards github actions #38

So far we do manual builds based on instructions in https://github.com/elisa-tech/meta-elisa On the long run we want to have this build in a CI to keep track of changes and come closer to real life. As AGL most likely addressed this, we want to talk to AGL first, before we reinvent the wheel.

AGL is basically using gerrit which triggers Jenkins. So no use of Gitlab or github actions.

The yocto config points to sstate pre builds on the AGL servers. Similar we also have an sstate cache on the ELISA server.
