[ADMIN] 1.3 Administrative Cleanup Tasks #72

Need to build out a PR template for keeping track of release steps and other elements. And, since we're working on templates, I'd like to do a double-pass on some of our issue templates, to see if some are necessary, and what questions are and aren't necessary.

As well, cleaning up dates (moving from 2023 to 2024), and other general tweaks will get lumped here for tracking, review, and execution.

ALSO: Need to update the featured screenshot to show the new "Toolbox" menu coming in 1.3!

I'm going to probably hold off on the PR template for now... but will add to 1.3.1 admin agenda. Else I think other dates have been cleaned up!
