Add FOCA archetype configuration for API server.
Improve OpenAPI specifications.
Add dummy API controllers
API server starts up with (non-functional) Swagger UI at http://127.0.0.1:8080/rocrate/v1/ui; API specs hosted at http://127.0.0.1:8080/rocrate/v1/openapi.json
