Add before- and after-save-hooks that are local for the mode #503

This allows users to have elixir specific hooks to run before/after save. I'm was hoping to use it to get run elixir-format mainly.

I'm not sure if this is something that would go in the mode, or if it's something that should stay in the user's configuration.

After reading some more modes and the docs :facepalm: I think this is something that belongs outside the mode
