feat: some content for the lifecycle phases #115

Extracted directly from the FAIR Training Handbook, just to avoid losing track of that work already done. Requiring revision as the handbook is very specific about the materials while the SPLASH lifecycle is general about other aspects of training.

Hi @alex-botzki I updated all the files (not only Delivery) according to this template, so left it all in one PR. I hope that's fine.

Please check the evaluation stage, I am really not sure if sharing and archiving belong there and if not, where.

The training life cycle has been worked on via a workshop, so this content would need to be merged with that.
