Automatic issue opener when new content is added to FAIRCookbook or RDMkit #10

When a page is added to the sidebar of FAIRCookbook or RDMkit, this addition will not be in the cached YAML file and will trigger the opening of an issue describing the added page.

This PR will close #7.

Every time these changes are detected, they get cached so the issue is only opened once. Changing title will not trigger the opening of an issue, but will get updated in the cache.

The workflow will bu run once a week.
