Change indicator prioritisation #13

From pilot kick-off: Melissa: The model currently allows you to set your level goal. Is that useful? Would you prefer to have indicators that you choose as important and ones that are not? Will there ever be times you want to stay at level 2 or 3? Dylan: Weight and time scale on which you would like to get to the goal would be useful. We’re trying to do this with FEGA. Melissa: So any indicator that you’re interested in, you will want to get to the top level, but you want something to support prioritisation? Dylan: Yes, but different Nodes have different time scales and priorities.

Created a mock up in the internal tool, waiting to hear from the Nodes if they want this implemented. Will also need to update guidance.

Updated the model and guidance document to reflect it. Slide adjustments will be required to explain this update as well
