Does 'updating mechanism' mean ability to change laws?
What is required here? Is it agreements or templates for agreements? These are not the same thing and require quite different work. Connected to Pillar I?

Need to define "Legal Agreements" in the glossary. Does this mean laws or something more like the FEGA legal agreements? Or both?
