clarify differences between QC metrics and QC procedures. Maybe these can be merged anyway? If they are both QC, they need metrics and procedures in tandem.

4.3.1: Metrics: Is it looking at the quality metrics in the file? That might not be possible given the agreements and GDPR

I think remove @MKonopkoELIXIR - I think Data Reception Quality Control metrics should be decided by the Node - but we should push to use standards i.e., GA4GH file formats e.g., CRAM etc.

Remove both quality control related metrics (4.3) and just keep the file formats one (4.2)? @GiselleMarie
