Could this be done just in the resources section? Or maybe just give more detail in the indicator? What needs to be split here?

Per Dylan: Maybe this: 1 - Requirements being gathered for secure data storage and APIs supporting submission, metadata, and distribution, with reference to 5.2.1 and 5.3.1, including expected data volume, data types, and associated metadata. 2 - Secure data storage and APIs supporting submission, metadata, and distribution are drafted which will facilitate the transfer to and from, and logging of these transfers, in accordance with 5.3.1 3 - Secure data storage and APIs supporting submission, metadata, and distribution are deployed at a Node level meeting 5.3.1 and node performance requirements. 4 - Secure data storage and APIs supporting submission, metadata, and distribution are deployed, enforced and open to opportunity and upgrade.

Alternatively this could be split into different data types - but it starts then to become prescriptive based on specific technologies.
