Per Dylan: Access control prevents access to a resource unless the user can demonstrate rights to access the resource, for example having an institutional identity - I need an EBI account to access EBI resources. Permissions management is the infrastructure needed to grant, revoke, alter these rights, and the checking of these rights when accessing a resource - REMS is an example here. We could alter the text of the permissions management to remove reference to LifeScience AAI and mention GA4GH Passports or similar
