Need a definition for Governance Structure

Current levels:

  1. No governance body or structure in place to support the national human genomics infrastructure.
  2. Governance structure is defined, but the governing body is not fully functional or meeting regularly.
  3. Governance body is fully operating, led centrally, and activities are monitored based on a work plan.
  4. Governance body is institutionalized, recognized as the lead for the national genomics data infrastructure, and is open to novel developments and supportive of international cooperation.
