Use DCAT instead of DATS schema #12

Data catalog is based on DATS schema

The tool itself doesn't have any database and all coming from the actual JSON files.

Migration to DCAT as a schema for these files was suggested

Meeting notes: Export to DCAT can be easily added right now. DCAT is kind of a subset of DATS, more general. Medical metadata in standard form is DATS in DCAT you can write it, but it will not be standard.

Which use case are we solving by switching from one to another?
