Update to rustler 0.29.0 for use with OTP 26 #14

Can we update the rustler dependency to 0.29.0 to make it work with OTP 26 as per https://github.com/rusterlium/rustler/issues/544#issuecomment-1580096535

ortex v0.1.6 now has those changes. I'll close this out for now, but feel free to reopen if this does not solve your issue.
