Remove Windows instructions #70

The Windows Makefile is outdated, and we don't support Windows on EXLA anyway. I'm removing the instructions for now to avoid confusion.

Despite removal of the Windows instructions, I just wanted to give it a go anyway. Took me a minute to understand TensorFlow 2.10 was the last version which supported Windows (https://www.tensorflow.org/install/lang_c). Leaving this here in case others think about wasting that time as well.

Next step trying to get it going on WSL2.
