Update README #13

Not sure about that license and copyright section...

So much better. We can certainly add to it in future PRs. As for license, I'm highly partial to the Apache 2.0 license. As for copyright, I'd vote for assigning it to both you and me unless you had other ideas.

Apache is fine with me. I'm mostly wondering about the copyright with those other names in the raspijpgs.c header? Seems like we'll have to mention those as well, no?

Right, I forgot about the long copyright list in raspijpgs.c due to it starting as a modification of raspistill.c. I'm not sure that the code is recognizable any more, but you're right, we need to list it. Looking at it again, I change my mind about the license. raspijpgs.c uses the BSD-3c. Maybe we should just license the whole project BSD-3c so that we don't have to say that almost all of it is Apache 2 and one file is BSD-3c.
