Most of this PR is to improve email parsing (much backported from 2.0 based on recent multipart/mixed/related issues) and then conversions to BBC
Also fixed a few items, like tabs missing in the package server page
Improved the way unsubscribe tokens were passed
Profile Edits tab was showing even with core feature off
