add configuration template for svnadmin #47

On the first start of svnadmin the end-user needs to fill in a lot of docker image specific defaults. This patch updates the configuration template for svnadmin that matches the docker image defaults.

I am sorry but I could not give this repo the love it deserves. 😞 So I decided to archive it and make it read only, so people can fork and apply their changes.
