ZigZag operation doesn't compensate for tool diameter offset when Gcode generated. #223

What steps will reproduce the problem?
1. Created a  Width 3.5" x Length 1,985" x Depth .25" solid to run on .5" 
aluminum stock.
2. Selected cutting depth of .025 for each pass.
3. Had minimum X set to 2" for the profile.

What is the expected output? What do you see instead?
With minimum X set to 2" and using a 3/8" dia end mill the gcode should have 
generated a starting point for X of 2.1875 but instead it generated an X 
starting coordinate of X2.0000 completely ignoring the entered tool offset in 
the profile. I didn't notice it until I ended up ruining a piece I had been 
working on for a couple of hours :(

What version of the product are you using? On what operating system?
I'm using the latest version of HeeksCNC 13.1  with Windows XP SP3

Please provide any additional information below.
