Make HeeksCNC operations use an associated coordinate system. #250

I'd like to be able to draw an assembly of multiple parts and rotate the parts 
relative to each other in the global coordinate system to see how they fit 
together.  This rotation in the global axis is inappropriate for machining the 
parts because the operations always use the global coordinate system.

It would be nice to have a 2D part oriented on the XZ plane but add another 
coordinate system rotated such that the part is in the XY plane of the new 
coordinate system.  Then add an operation with both the part and the coordinate 
system selected.  Post-processing of the operation would respect the local 
coordinate system so that the part could be manufactured.

I duplicated this in issue 256:
It would be good to tie in a transform associated with a new coordinate system 
with the gcode being generated by machining ops.

Being able to create a New Coordinate system on the corner of a part would be 
super handy. 

If I can figure out how to do it- I will.
