Ability to choose direction of scroll wheel for zoom

What steps will reproduce the problem?
1. For the zoom right now, you pull back on the wheel and you zoom in, and you 
push forwards to zoom out.

What is the expected output? What do you see instead?

I would like the option to change it so that when you pull back, you zoom out, 
and when you push forwards, you zoom in.

What version of the product are you using? On what operating system?
0.17.2

In the "Options" window, expand "view options", tick "reverse mouse wheel".
