The expression fo bíth is a 'fixed' expression. The first word of the expression gets a normal deprel (according to the function of the first word in relation to the wider clause) and any subsequent word in the expression gets the deprel "fixed".
Before verbs the expression fo bíth acts as a mark and so fo gets the deprel "mark" and bíth the deprel "fixed". Before nouns and noun phrases, the expression fo bíth acts as case and so fo would get the deprel "case" and bíth the deprel "fixed". (Note that "case" is also used if the head of the noun phrase consists of an adjective on its own).
Note that this overrules the comment in the grammar notes.
