Limit the ability to run a skill in particular channels. #2578

I could imagine this being useful/important for the CEO briefing skill.

One question here: do we think this is something at the skill level or the action (or even trigger) level?

My instinct is that the simplest and safest thing would be to do it for the entire skill, as a way of restricting access or preventing mistakes.

In addition, I think that help should only show the skill as existing in the relevant channels, and only people in those channels should see them in the UI.

Agreed with all of this. I like doing this at the skill level for now.
