README: Add troubleshooting tip for menu #13

Without SublimeREPL installed, Menus/Main.sublime-menu causes a blank Tools menu item to appear with an unselectable 'Elm' submenu item.

Add a tip in the troubleshooting section of the README to help resolve confusion.

@elm-community I know this one may seem trivial but had the comment been there I would not have spent time trying to naively fix Main.sublime-menu. Many folks using the Elm package may not have SublimeREPL installed.
