Add exclamation syntax #30

Explain what ! is for.

Thanks for the PR. However, we already have a FAQ item with much the same content at http://faq.elm-community.org/17.html#what-is-this---construct-in-the-code

That item is in the "Elm 0.17" page of the FAQ. I wonder if we should move the Elm 0.17 content into the main page.

Ah, yeah, I didn't notice the 0.17-specific FAQ. As a newcomer, I expected the "latest" to all be on the same FAQ.

Per #31 I moved an existing item about the exclamation syntax (along with some other items) into the main FAQ page. Given that, I'm going to close this PR without merging.

Thanks for offering this PR. It pointed out how the FAQ is not organized well enough.
