Fleshed out the README a bunch.

Hey, why are we writing off "Revisiting various aspects of Signal and Mailbox" until a later release? It seems to have popular support and the implementation is simple. If you're worried it's not the right idea, then all the more reason to add it now - that's more time to build on it or undo the change.

Otherwise looks good.

That reasoning makes sense to me, but ultimately it's up to @evancz :smiley:

Via elm-lang/elm-compiler#993: Should we enumerate the issues here that @evancz identifies as low-hanging fruit for would-be contributors? Even gamify it by mentioning their closed issue #s in the release notes.
