Update README to reflect current state #191

See #185 and #186 and #174.

It is super confusing for new users to see an advertisement for features that are not really available. I've personally spent a couple of hours trying to figure out why I wasn't getting any debugger in elm-reactor.

Thanks, it should be updated along these lines. Sorry for the trouble caused by the out of date README!
