Updates commands to be compatible with the new elm binary in 0.19

@tesk9 you had mentioned somewhere about wanting to publish another 0.18 version before updating everything for Elm 0.19... is that done, or are we still holding off on the 0.19 stuff?

We can definitely start the 0.19 upgrade! 🎉

If folks are getting started on that, be aware of https://github.com/elmbridge/elmoji-translator/pull/9. Seems like this PR can go in independently of the upgrade, right?
